At Valley Outreach, we believe everyone deserves a safe and stable place to call home. Thanks to our partnership with Washington County through the Family Homeless Prevention and Assistance Program (FHPAP), we’ve helped hundreds of local families and individuals stay housed and move forward with stability.
What is FHPAP?
The Family Homeless Prevention and Assistance Program (FHPAP) is a statewide initiative that provides short-term financial assistance and supportive services to help people maintain stable housing. Specifically, this includes individuals who are at-risk of homelessness or currently experiencing homelessness.
Through this program, Valley Outreach assists people who are behind on rent or facing eviction. This helps them stay in their homes and regain financial stability. By combining FHPAP funding with our compassionate, client-centered approach, Valley Outreach helps people in need and in crisis navigate difficult times with dignity and hope.
Our First Biennium by the Numbers
During our first biennium as an FHPAP partner, Valley Outreach has distributed more than $560,000 in housing assistance, directly helping 225 households remain stably housed in Washington County. (Why a biennium? This is the time period of the grant funding.)
As one staff member shared, “We may not be able to solve all housing matters, but listening with care and connecting clients to other resources can still make a meaningful difference.”
These funds were used for direct financial assistance—including rent payments, utility support, and eviction prevention efforts. As a result, clients stay housed, avoid the trauma of displacement, and work toward long-term stability.
Behind each of these numbers is a story—a family able to keep their apartment after an unexpected job loss, a senior who stayed in their home after catching up on overdue utility bills, or a single parent who avoided eviction while caring for their children. Together, these moments of stability create ripples of hope across our community.
Looking Ahead
In the next biennium, we’re excited to build on this success by expanding our reach and deepening our impact. The housing landscape continues to evolve, and Valley Outreach remains committed to adapting our services to meet emerging community needs.
FHPAP’s success at Valley Outreach shows that working together creates real progress toward safe, stable housing for everyone.
